Turning off tutorials

Add the ability to turn off tutorials and store the choice on our servers instead of using cookies.

Currently, there is no way to turn off tutorials. Once a tutorial has been completed, it is saved as a cookie. Once the cookies are cleared, the tutorials appear again.
